There is a good choice of international standard hotels
in large cities. Many government-run hotels maintain a
double pricing policy, where foreigners are charged more
than locals, based on their perceived spending power.
New regulations requiring hotels and guesthouses to maintain
acceptable standards for foreign tourists, in theory,
should raise otherwise unpredictable standards. If possible,
however, you should choose accommodation based on personal
